The witch, it seems, looks exactly like Arlene. Soon after the gang's arrival, the townsfolk hold a council and decide to take Arlene into custody and make her confess that she has been taken over by the witch. As Shaggy and Scooby prepare for Halloween, they encounter the witch and discover that she does, in fact, look like Arlene. |
